The EU regulation governing compensation for delays, cancellations, and other issues applies to the EU and EU airlines. However, there are exceptions.
If you have flown with Turkish Airlines or Freebird, which are Turkish airlines, you are covered by the EU regulation, even though they are not European airlines. This is because Turkey has acceded to this regulation.
